Community Planning Act re-write (CPA-2)

The Community Planning Act (CPA-2) is a comprehensive re-write of the Massachusetts outdated statutes governing local land use planning (Chapters 40A and 41). It follows the successful Community “Preservation” Act, which helps provide cities and towns with funds for affordable housing, historic preservation, and open space acquisition. The CPA-2 is the next step, encouraging communities to adopt or update their local master plans and providing them the tools necessary to implement effective land use regulations consistent with those plans.

The attached article of the State of Transportation in Massachusetts was published in the Boston Informer. This article gives an update on the status of the recommendations of the Transportation Finance Commission to close a $15 to $19 billion funding gap. This is MUST reading. (See Boston Informer Article) We are using bonds to pay operating expenses, Federal Highway funds to pay debt service.

The collection of other articles includes the Administration's proposal for a Land Use Partnership Act (LUPA). This has been prepared by Gregory Bialecki, Undersecretary of Business Development. This Act has been proposed as an alternative to Land Use Reform. Three letters are included which are a response to LUPA:
